Railroads Withdraw One-Person Crew Proposal
In a November 15 letter to railroad supervisors, the National Carriers' Conference Committee (NCCC) said that it has withdrawn its one-person crew staffing proposal to advance negotiations on other key issues in the current round of national bargaining. The NCCC urged union leaders to agree to reasonable changes in the design of employee health care plans and to a more equitable sharing of the costs of the plans. It also urged UTU leaders to abandon their call for re-regulation, an imprudent move that would harm their members.

Railroads Forced to Withdraw Contract Offer to United Transportation Union
In a letter to transportation supervisors on the nation's Class I railroads in national bargaining, the National Carriers' Conference Committee (NCCC) said that it reluctantly has withdrawn a generous proposal to the United Transportation Union (UTU) that would provide substantial financial benefits and employment security to current employees. The withdrawal followed the latest refusal by the UTU, in a negotiating session today, to agree to discuss crew staffing changes on a voluntary basis, as authorized by a federal court ruling.

More than 174,000 current railroad industry employees are covered by a separate retirement system that in 2006 is providing enhanced benefits to about 634,000 beneficiaries. At a time of concern about the future of Social Security and private pensions, the railroad retirement system is praised by members of Congress, rail labor and management leaders, as an example of financial health.

NCCC Chairman Alerts Presidents of UTU, BLET About Fraudulent Letter Concerning Negotiations
Robert F. Allen, chairman of the National Carriers' Conference Committee (NCCC), wrote a letter today to the presidents of the two rail operating unions alerting them that "someone is deliberately trying to frustrate our continuing efforts to reach voluntary agreements by circulating blatant falsehoods" in a letter falsely attributed to the NCCC.

In a March 28 letter to transportation supervisors, Robert F. Allen explained the opportunities afforded by new train control technology to operate trains more efficiently and safely, which would, in turn, enable the railroads to grow their business and hire new employees.

Freight Railroads Voluntarily Withdraw Request for Mediation Release; NCCC Cites Congressional Letter, Legal Dispute
WASHINGTON February 14, 2006 The National Carriers Conference Committee (NCCC) said today it has voluntarily withdrawn requests to the National Mediation Board (NMB) that the freight railroads be released from mediation with a seven-union coalition, citing concerns that a legal dispute with another union on a key bargaining issue needed to be resolved first.
